Dell (1888–1940) was an author specialising in boy's adventure yarns and was a close friend of Edgar Wallace. He is (according to Peter Haining) the author of an early King Kong story (in Boys Magazine, Oct 1933), and possibly finished the screenplay for the famous 1933 King Kong film for which Edgar Wallace had been commissioned but died in 1932.

A rip-roaring adventure set on the ships of Queen Elizabeth's navy.
