This copy has been signed to the front cover in pencil by the authors son, Miguel Angel Carcano, himself an Argentinian politician, who served as Minister of Foreign Affairs during the presidency of Arturo Frondizi and as Ambassador of Argentina to France and to United Kingdom.
The text of a speech by Ramon Jose Carcano, an Argentine lawyer, historian and politician who served as Governor of Córdoba from 1913 to 1916, and from 1925 to 1928. The speech was made to celebrate the foundation of the National Council of Social Security in 1944.
The title translates as "A Speech by President Dr Ramon J Carcano at the inauguration ceremony"
